Best fabric choices will be cotton interlock knit or brushed cotton flannel. Look for a soft rather than crisp feel.
Materials needed to make the doll:
Un-spun wool batting for stuffing.
1-inch wide tubular cotton gauze (7 inches for each head).
1/4 yard cotton interlock knit in the skin-tone of your choice, (actual cut is 4 inches by 5 inches, plus two 2 1/2-inch diameter circles, so scraps will do).
Embroidery floss - red plus your choice of eye color (blue/black/brown/green).
Strong cotton craft thread to match doll skin fabric.
For cap, 1/4 yard cotton fabric, or 7 inch by 10 inch scrap.
Optional: 1/2 yard of cotton yarn for hair.
For collar ruffle, one strip of cotton fabric, 14 inches by 2 3/4 inches.
For body, 1/4 yard of soft fabric, such as woven cotton flannel or cotton interlock (tee-shirt knit).
A 5-inch doll needle is recommended for embroidering the face.
